Lvl 4 Villawood again

Hi - level 3 editor doing some new drawing around Villawood. There is a bunch of roads I can’t connect into the existing roads because they’re completely surrounded by roads locked at lvl 4. If someone could drop them to lvl 3, that’d be great!
