The link you posted shows most of phoenix and there is no freeway at the coordinates you gave.
Zoom in with the editor till the area you want us to work on is shown clearly.
hold down the ctrl key and click on the segments you want unlocked.
right click on the word ‘permalink’ near the bottom right corner of the screen.
select the ‘copy link address’ and paste that into the request you post.
