To unlock a segment, you can post your request in the Waze Map Editor (WME) forum specific to your region or country. Be sure to include the permalink and details like the reason for the edit and the level to which you want it unlocked. Editors with higher access levels in the community can then review your request and unlock the segment if appropriate.
I know this request is very old, but just would like to clarify.
You don’t need to unlock this venue to a lower level to add roads to the area.
You can add the road(s) to the venue.
