The segments that control this intersection are locked and contain an erroneous turn that enables the router to suggest an impossible U-turn from W-bound Imp Hwy to E-bound Imp Hwy followed by a right exit onto Main Street. Imperial Hwy should be drawn as a divided highway but has not been implemented that way and the currently allowed turns at this intersection are not correct.

There is a larger issue of whether Imperial Hwy should be re-characterized as a divided highway, and since I am a novice at this art I will leave the determination to somebody else. If you unlock the whole thing, let me know and I will rework it from Vista del Mar to Sepulveda.
I unlocked all of the IGN locks for you. There’s no need to split that road. I don’t see anywhere that it will cause routing problems (except for the two allowed turns at that intersection that shouldn’t be). It splits off to the east before it becomes and Interstate.
The needed changes have been made.
