Maine Wiki Update to Correct Tamplate

I have started updating the Maine Wiki to the new (kinda) format used by all states. I only have the template made and the SM/AM table set up at this point as I am looking into a few State laws and standards.

If anyone knows of any local policy or guidelines that should be included in the Wiki then please let me know.

Also, if you are an AM in Maine feel free to add yourself or let me know and I will add you.

I have completed the update and although I will continue to add a few things as time goes on the new wiki is up and running thanks to Kentsmith for finishing up the move.
