There is no ability to do time restricted turns in Waze at this time.
And your permalink is useless it points to a multiple block area of Manhattan. Click on and highlight the segment you want adjusted before copying the permalink. That will include the segment in the link.
I realize now I originally set the permalink to the UR (I think it was a yellow one). Why I didn’t click on the section of road, I don’t know. In any event, the UR is now gone. I don’t know if it was already gone when you clicked on the permalink. In the future, I’ll make sure to click on the relevant section of road.
Since waze can’t deal with time-restricted turns, I thought we were setting them as restricted in general on the map. My mistake if that’s not the case.

Right now the best we can do is set the turn as what is allowed the majority of the day, or the majority of the rush hours. So there is no good solution and you are messing up someone no matter what we do.
