But it did work. See the attachment below. The segments are at lock level 1. If you can’t edit these segments, there must be another reason. Is the road in question outside your editable area?

The alternative would be that I volunteer to enter the correct speed limit (30) for you. But where’s the fun in that, right?

Nothing has changed on my side, sadly. I don’t seem to have any editable areas since I am very new to Waze (I guess?).
I am very thankful for your desire to help me, but I guess the easier way is for you to edit the segments, although I’d really like to try editing them myself haha.

Your screenshot also shows a lock level 1. Your inability to edit the segments cannot, therefore, be due to a lock level. It can be due to the fact that your account is very new. Waze had a couple of incidents with “map terrorism”, involving some new accounts seemingly created only to do damage to the map. After this, safeguards were put in place. Unfortunately, staff hasn’t told us what those safeguards entail exactly, which is probably meant to add to the safety. I can only say that the limits on your edition powers aren’t eternal. They should dissipate after some time, at least that is our experience with other new editors. You could edit places (shops, petrol stations, etc.) for instance. Those edits would have to be approved by one of us, but this could then show you’re worthy of basic trust, to put it like that. Also, the required approval of place edits will disappear after a while.

As for the two segments, you being unable to edit them for the moment, I entered a speed limit of 30 kph and relocked them at the previous level.
