Some of the Parking Lot Roads were approved and connected.
We do not need every parking lot road mapped in Waze. The parking lot roads must serve a specific purpose. Providing routing a specific address, business that is located off of the main street.
I’ll give an example, “2040 Don Mills Rd, Toronto, ON” is not actually located on Don Mills Rd. Drivers will have to take Duncan Mill Rd and turn into a parking lot road in order to reach “2040 Don Mills Rd”. https://www.waze.com/editor/?env=usa&lon=-79.34745&lat=43.76376&layers=37&zoom=5&venues=183959990.1839272216.2076582
In this case, we would draw a parking lot road. It gets a step more advanced because Waze has a hierarchy of what it chooses to use for routing.
Generally, most POI (points of interests) are available along the main street. “335 Webb Dr, Mississauga, ON” https://www.waze.com/editor/?env=usa&lon=-79.64139&lat=43.58556&layers=5&zoom=7&segments=84915418
For this address, we don’t need a parking lot road for that little loop at the entrance. We can simply add a house number to the street segment.

Shell gas station is only accessible to northbound Humberwest Pky and westbound Queen St traffic. Using PLRs with turn restrictions, we can help drivers navigate into the gas station.

You should always edit with 100% certainty, never guess. If something looks obviously out of place or irregular, please ask questions.
There’s very clear and special criteria that’s involved in adding parking lot roads. Those can be found in the forums and in the wiki. We simply do not add parking lot roads just because they exist.
They add to map clutter, and slow down the application. In the event of an emergency requiring the road to be closed; it also puts an increased strain the on servers. Because we have to close multiple segments split by the parking lot road.
I hope this message does not discourage you from editing, we need editors to follow the rules and guidelines; we’ll have serious and unnecessary routing problems. I myself included made this same mistake when I first started editing. If you can push your time and energy in the right direction; you can make a positive impact on Waze.
We understand why new editors are compelled to add parking lot roads. The reason is because the production waze map editor makes it appear that the map is perfect. The only thing left to do is map parking lot roads. This is not true.
