Minor highways or primary streets

I’m sure this isn’t a new topic, but is there a more clear-cut distinction between what should be considered a minor highway versus a primary street? At least in my area the distinction seems rather arbitrary. Sometimes there are typical residential roads marked as “minor highway” while more open roads connecting separate communities are just “primary roads”. Sometimes there are even roads that transition from one type to the other at seemingly arbitrary points.

Is there better guidance on how these road types should be determined?

In the US, we follow Functional Classification (FC) for most things. Anything else is an exception and there are a few.
