As a new editor, I’ve been somewhat confused about whether businesses require HNs or RPPs in addition to PPs. My current understanding is that a PP and either an HN or an RPP, depending on the situation, are required. I haven’t seen this plainly stated in the Wazeop, though admittedly, I could have missed it. If it’s not there, can it be added to either the section on Places, the section on House Numbers, or both?

But a basic run down is it all matters on how you search for a location and your understanding is correct. The PP (Point Place) is used to search for the name of the location. The address information included there is not searchable (but important to have so someone can verify they have the right location).
HN (House Numbers) and RPP (Residential Point Places) are how we handle an address search. So while either one of them will work for an address search, typically we have used HN over RPP. HN can only be used on a road segment with the name of the address (or alt name), where a RPP is used for creating a stop point for an address that maybe on another street (large parking lot complex, entrance maybe on a side street, etc.).
The rumors of what will happen long term between RPP and HN continues, but hopefully this helps shed some light on things for now.
