Need Help To Create Junction

Hi all, I’ve added a street for a new Taman but couldn’t create a junction, the main road needs level 5 authority. Can anyone please help?

The street: Jalan Seri Segar, Semenyih
Connects to: B19 Jalan Sungai Lalang, Semenyih (level 5)

Please note that the other end of the street is a dead end.

Also, is there any place where I can input the Taman name? The Taman is called Taman Seri Segar, it’s a single-street Taman.
