Need help with posted turn restrictions

I am a newbie that is lost, and needs help.

Assuming its possible how do I go about making edit or request to update turning restrictions at the following nodes:

ID: 19452492
ID: 19452476

Left and right turns are not allowed from 7:00-8:30 ET, M-F.
