Reason: Tinker Diagonal (North of I-40) going SE from Sooner Rd is closed for long-term construction. A closure needs added or the turns restricted (no left turn traveling south on Sooner and no right turn when headed north on Sooner).
Unlock to level: 3 (or fix)
