Added new street: Bloomsbury Ave

Unable to edit turn to and from Pacific Hwy:

1. Bloomsbury Ave: enable turn left to Pacific Hwy
2. Bloomsbury Ave: enable turn right to Pacific Hwy
3. Pacific Hwy (N): enable turn left to Bloomsbury Ave
4. Pacific Hwy (S): No right turn to Bloomsbury Ave

Either amend or lower to L1 and I will fix, thanks.
