How does Waze deal with a street which is a pedestrian area, but which has limited vehicle access (for deliveries and handicapped) between certain hours?
As we have very limited tools to works with when it comes to restrictions you have to remember that Waze is a driving aid. At the end of the day the driver of the vehicle can look at the road signs and make a choice on how to proceed.
If it is limited to loading and blue badge users only then I would suggest mapping as a Pedestrianised Area (walking trail). If you mapped it as a Private Road then it would still route any user whose destination is along it.
OK. The road in question is currently designated as a pedestrian boardwalk. I’m not quite clear on the distinction between this and a walking trail.

Yes, no need to use a routable segment type unless cars and/or taxis can freely use the road at some times.
The street in question ( https://www.waze.com/editor?env=row&lon=-0.47750&lat=52.65200&s=1333657047&zoom=6&segments=122478555,122478437,122478293 ) is a designated pedestrian area, which has access for delivery and authorised maintenance vehicles, plus Blue Badge holders between the hours of 16:00 and 10:00. From 10am until 4pm each day, no vehicles are allowed, except in emergencies, or with special permit.
Having said that, those rules (which are clearly displayed on signs at all entry points) are often ignored, especially by Blue Badge holders, who either don’t read the signs, or believe that their badges allow them access regardless.
That last bit is irrelevant as far as Waze is concerned (just me having a rant), but the point is that traffic does use the street on a daily basis (mostly within the rules 
).
