Wow, it sucks to walk around Portland I guess if half of the people walking get killed. It must be total carnage down there. 
I got hit by this the other day on St Helens Rd… It will be rather annoying when the ticket comes in the mail.
Update: The bill was signed into law on July 30. They will be restricted to roads designated as “high crash corridors” and as of 2014 the designated roads are:
NE/SE 82nd Ave
NE/SE 122nd Ave
SE Foster Rd
N/NE Marine Dr
SW Beaverton-Hillsdale Hwy
SE Division St
W/E Burnside St
NE Sandy Blvd
SE Powell Blvd
