Thanks for reaching out. I checked with @asterix06 of the Italian community, and it was recommended to post any unlock requests to the correct region/city in the following category:
Italy: Editing Regions and Cities

The Italian community also uses a tool called UREQ, but it requires setting up a third-party script to function. Check with the Italian volunteers for next steps.
