I like it when a plan comes together.
Just,
Since you’re the one on the ground, would the instructions make more sense if it said…
keep right onto Exit to US-6 / Southwest Hwy turn right onto Southwest Hwy
turn left onto Silver Cross Bld
arrive at destination
To the point, which seems I did not do a good job of communicating…
If road-type “ramp” cannot issue a “turn right” command, even when the s-out is at 90°, then what would be any issues with changing the road-type (of ID: 67903534) to “minor highway” with a 90° s-out?
Seems like a nit but it just sounds funny receive an exit instruction when you come to a light where you’re simply making a right turn.
Understood, it’s a ramp…
I didn’t see where anyone said that a ramp can/cannot issue a “turn right” (s-out or s-in) instruction. But, I’ll go with the fact that, because it’s a ramp, it cannot issue a “turn right” instruction (at the s-in or the s-out junction).
EDIT — Arlenbystander mentioned that “Minor Highway” or above wants to issue an “exit right” rather than a “turn right”. If that’s the case, can the segment be reduced to type less-than “minor highway”?

Behind the wheel…
You receive an “exit to the right” instruction and exit the freeway.
Now you’re on the exit ramp, you see a traffic signal ahead, the light is red.
Your next instruction is to exit right?
First, check to make sure there is no sign which reads, “No Right Exit On Red”.
Seems to me, rather than “ramp to ramp to minor highway”;
an acceptable configuration would be “ramp to sonething-less-than-minor-highway to minor highway”.
(Or, whatever configuration would instruct the driver to “turn right” rather than “exit right” onto Southwest Highway.
I’m thinking, do whatever we can to ensure the driver receives sensible instructions. I fall back to “if I was explaining to somebody how to get there…”

Still, looking for the programmatic reason this can’t/shouldn’t be done.
Qualifier — I remain adamant that I know there’s a lot about a lot I don’t know.
