Please change this road to restricted, and remove it as a recommended route. It travels behind impact zones for military ranges, and has a gate which drivers remove / break when Waze directs them to cut through.
Proctoria Rd is already set as a Private Rd and as such would not be used for through routing unless a destination is actually on it or a route begins on it. If you have specific examples of it actually happening in Waze, send us screenshots of those examples, and we can look into why that is occurring. Thanks.
