It was not done for routing but in an attempt to show Lane Guidance when a restricted lane is included at the junction. The false segment allow the editor to essentially map a lane arrow that will never be seen by a Waze user.
This is not in the Wazeo as it is not a standard or encouraged, in fact is it advised against https://wazeopedia.waze.com/wiki/UnitedKingdom/Lane_Guidance#Restricted_lanes, hence why I suggested you contact the editor in question and ask them to explain and leave a map comment.

I wasn’t the OP in the previous thread, and was hoping that an answer in public in the mentoring forum might help other people in the future too, as it seems like not much gets posted here, rather than me finding out in private and not sharing it with anyone else new.
Lane guidance is restricted above l2, so I wouldn’t have even been able to find this out through experimenting either, and it’s pretty buried in a wiki with no reference to the hacks around it.
Interestingly in the Australian wik which I found this week looking for other things:

It actually is mentioned, along with various other bits the UK wiki does not.
