Quick ? regarding CONST ZN

I read in the wiki to label roads under construction by appending “CONST ZN” to the end on the road.
Does labeling a road with that actually result in a routing penalty being imposed on it by waze or is it more of an informal “fyi this road is under construction so expect delays / flaky routing” to the end user?

I consider it a FYI for editors. So they know it is not supposed to match the pictures or GPS traces.
