I see that there is a quarterlink running from the R23 West to the N3 North. GPS points indicate no one uses it due to there being an overpass. Can anyone confirm that it is indeed closed to the public? I think this may either be a case of dated aerials as well as an eager editor.

Interesting term, quarterlink. I’ve always thought of it as a cloverleaf. 
Yes, that ramp is no longer in use. Look carefully at the aerials and you should be able to make out that the ramp is no longer accessible.
But what is worrying is that the quarterlink would be wrongly connected if it was still in use! It was never connected to the R24 at that point, but rather to the ramp.
Each year, when I work on the golf I drive that route. The overpass has certainly sped things up there!
I would suggest that you disconnect the quarterlink at each end, but leave it there, and change the road name to indicate that it is no longer in use. That way another editor will (hopefully!) not reconnect or redraw it.

I’m almost tempted to just to delete the link and ask for a level five lock on the affected segments. In the mean time it’s there but disconnected unless we get other input.
