There have been several URs about this particular intersection not allowing for a left turn from N. Washington St. to Causeway St. but it actually has a time restriction. We need someone with a rank 5 or higher to make these changes to the intersection.

I tried to fix this for you but, unfortunately, you actually need a rank 5 editor. I can’t make changes to any of the turns in the intersection because Rutherford Ave is locked at level 5.
I checked and I think you misunderstood the original post so I am going to clarify just a tad. The segment of road that needs to be fixed is N. Washington St. between Causeway St. and Endicott St. (just south of Causeway). Currently, that is labeled as a Rank 3. There is a left turn time restriction because there is no dedicated left lane nor left signal during times of rush hour. The segment of road that you mentioned is north of Causeway (also known as Rutherford Ave.) and that has no left turn time restrictions because it has a dedicated left turn lane and left signal. That portion is currently Rank 5. Hope this clarifies a little.
No, I understood you the first time. Locking for turns works differently than plain road segments. It might help to think of turns as belonging to a junction node rather than a segment. The locking level for the junction node is determined by the maximum level for all segments that are attached to it. So in this case, the entire intersection is locked at level 5 because one of the segments (Rutherford Ave) is locked at level 5. I can change the name, type, direction, elevation, etc of N. Washington or Causeway but I can’t change any of the turns at that intersection.
Well, learn something new everyday then. Maybe I should change the title to Rank 5: Boston, MA then
