The segment of Main St highlighted is set to a Minor Highway. To conform to proper functional classifications, and to match surrounding segments of that street, It should be changed to a Major Highway - it’s official FC is (Other) Principal Arterial = Major Highway.

My guess is that restriction was a leftover mistake. i know there were some unnecessary at-grade turns in place that have since been removed - or possible there we some routing issues? I’m not entirely sure, but that turn should be valid.
