Request, lower the lock of the two highlighted segments from Rank 5 to my Rank 3

Reason for request: S Harding Street is now split into North & Southbound segments and the re-connection back to a single two-way segment connect to two Rank 5 segments, therefor traffic won’t be allowed to turn from S Harding Street Northbound to I-70 W & I[70 E to S Harding Street southbound.

Lock lowered to 3. I did not fix the turn restrictions assuming you would get to it quickly.
