This whole interchange (both freeways and all ramps) is something of a mess WRT elevation levels being set. It seems to work, yes, but it’s not consistent nor laid out in a way that reflects that actual relation between the crossing roads in some places. I would like to clean this up.
In addition to being an area manager for Reno, Rank 3, I also drive through there on a fairly regular basis, so I’m personally aware of how those ramps and freeways go above and under each other. 
Some ramps are already at Rank 3 locks, but a few others (or segments of them) are at Rank 4, and the freeways are also set at Rank 4.
Can I get the lock rank on everything in this interchange lowered to 3 so that I can clean up the elevation level relationships to more accurately reflect the reality of the physical layout?
