Are you encountering routes that avoid the left onto Short St and instead instruct you to make the sharp left onto Kendale Rd? That left turn is legal to make. If the driver missed the left onto Short St, having that turn available would save the driver time.

I created a second route and compared the amount of time it takes to make each left turn. The left turn onto Short St. is faster and would most likely be offered first over the sharp left.
I see you tried to make Short St. a Primary Street type. Short St. does not fit that category, according to the state’s functional classification data.
