Revisiting or Clarifying Road Locking Standard

I edit along a swath from Methuen, MA into Manchester and have noticed bizzare patterns of lock levels for mH - especially in Manchester.

In a small section of S Willow St alone, the lock varies from 1 - 5 for no obvious reason. Checking in Nashua and Concord, some mH are now locked at 4.

Is there a reason for this? The few editors that I see who are actively answering URs are not high enough level to address issues. Plus, it does not fit with the state or national standards. Asking for clarification and trying to be more helpful in the state.

If roads are locked higher than the standard, it’s either by request or due to other circumstances. Most of the state is locked much lower than the standard so roads will start to be locked as I make my way around. This isn’t to alienate anyone or prevent others from editing but to lock to the standard.
