From the Waze app I can only mark the closure one way for one segment, and only if I have a route on the road. I can’t mark the road closed in both directions. I also can’t mark the entire road, just segments.

How can I mark the road closed either in the app or the web map editor?

I’ve closed it until 5pm on the 29th. You’ve got to either be a level 4 or higher to make a road closure, close it in app, or fill out the Road Closure Form. Filling out the form though can take some time to be seen.
