Chestnut Hill Road can only turn right onto Route 9 Westbound.
To turn east bound on route 9, Chestnut Hill Road traffic diverted onto Hostler Road, then turn left on 115, then turn right onto Route 9 Eastbound.

You don’t have all the information. You cannot make a left turn from Chestnut Hikk Road to Eastbound Route 9. You have to take Chestnut Hill Road to Hostler to Charles Town Road then make the right hand turn onto Eastbound Route 9
