I’m struggling to make sense of the Sheffield document. I can see blue zones but not the road names. Never mind, so long as you can read it. 
It leaves me a bit uncertain as to which bits to unlock, but I’ve unlocked a wodge of roads around your link. Hope that gives you something to be going on with. Please let me know when you’ve done, and whether you would like some more unlocked - another post here would be fine.
