When selecting this segment, it shows a green arrow into the PR exit only segment. Production correctly shows no arrow into that segment.

Moved to WME Local Issues as the post completely ignored posting guidelines for WME beta BUGS.
Side note: Disconnecting and re-connecting all nodes at the junction seems to fix the problem.

I was going to recommend moving to Local Issues but you beat me to it. After testing further, I now think it actually needs to be moved back to Beta Bugs and a bug report officially opened on it.
I am now able to consistently reproduce this bug.
Select an existing 2-way segment and convert to 1-way and you will notice that both ends will continue to show the arrows. Unselect the segment and select again and you can see that both ends still show the arrows. Disconnecting the inbound end and reconnecting does fix the issue.

You can also add a new 2-way segment and convert it to a 1-way segment and get the same results.
If your settings add a new segment as a 1-way segment, the issue does not happen.
