Priority for adding speed limits are Interstates> US Highways> major SRs (520, 99, 18, freeways, etc…)> minor SRs (161, 7, 10)> Primary Streets> everything else
This is where you can post how much of a route that has speed limits set. I will update this first post to keep things current to anyone opening it.

When it opens expand the Roadway Characteristics section and uncheck all but the Speed limits layer.
To verify where a route begins and ends there’s a PDF which lists every single SR to Interstate in the state, begining and ending points. It’s a pretty dry read though.

Example: US-2 is listed as SR-2 and it starts at page 111. In the Description column it says “SR 5/EVERETT TO IDAHO” so I know that it starts at I-5 in Everett and heads east to Idaho. When I get to I-90 near Spokane I know that it’s not done yet and I’ve gotta pick it up at Division St in Spokane and keep adding speed limits until I hit the Idaho border.
Every route controlled by the state is called an SR in this document. So I-90 = SR 90, I-82 = SR 82, etc…
When placing a percentage you think is done your best guess is certainly close enough.
