Hi,
I have attempted to add a road closure to a section of Clarendon Road, Watford from Station Road to Shady Lane (highlighted in the the image) which is closed in both directions for this coming week due to the installation of a footbridge connecting two office buildings. However I do not appear to be able to as I need to be a Level 3 editor.

The road is due to be closed from 8pm on 26th October up to 3rd November as per the below news article:
