What help are you needing? Are you needing help creating the toll file itself or getting tolls activated for Morocco?
Wow! That is a huge matrix, but I think that it should not be a single matrix, but many small matices or segments.
Anyway, I guess that my toll prices tool could help you a lot.
Hi, I checked the table but I don’t speak French. What is important is to define if all toll booths are interrelated or not? Defining one big entry/exit matrix with so many entrances might be cumbersome if possible at all. Section prices are much easier to process. Can you define according to the following criteria what kind of toll system is needed? the system can differ per highway/stretch/area
1) Single
Solo operating toll booth, not related to others; e.g. you pay at the toll booth. Example: a Bridge or ferry. > section price
2) Multiple
More than one solo operating toll booths on 1 stretch > section price
3) Multiple dependent
regular Interdependent toll booths, fixed price between toll booths and segment prices count up mathematically logical. Prices often based on distance driven . Can be used when you only need to pay (or are charged) per total stretch like a Highway, price between 2 stations is always the same, independentt of of your route…> section price
4) Multiple dependent irregular
Interdependent toll booths, prices between toll booths don’t count up logically > entry/exit matrix
Remark that for a table to work, you need to have the rows vs columns in the same order. so toll booth1 is in row1 and column1. The columns are the entries (from), the rows the exits (to).
5) Customized all others. These probably can be set as single tolls

They are many inconsistencies or misunderstandings that I have highlighted in the Google Drive.
In Morocco, somestimes you take the tiket in the 1st toll and then you pay in the second in the itinary.
All the prices are indicated in the Google Drive (matrix / combination).
Sorry for my english, I just speak french and little english.
If some one know how to exploit the data and make it viable on the application. I can help you if there is question about roads or city or other things.

I’m also trying to help you, but there are lots of things to do first, like to toll booths locations, which
are entry-exit matrices (get a ticket in the entrance and pay at the exit based on which the entrance was) and which are pay per segment (a toll booth in the middle of the way that every vehicle must pay in that place).
In a quick review at the zone, I’ve seen many segments without the toll attribute, and there is no StreetView to check for toll booths.
I also tried to get a description of every route, but the ADM site does not help… Where did you get all the the prices from?
The map you attached is a nice approach, but says nothing about how exchangers (“échangeur”) work. Could you explain what a driver has to do when he drives through any of the ADM highways? (all cases)

Yeah, my quick look gave me the impression that this will be completely pay per section but needed confirmation.
