This question has made me wonder, so before i go around doing incorrect edits and end up being banned ;-), i thought i rather check with others, to figure of which method should be used in Waze/WME.

We’re limited by the number of fields available in the address, ideally we should have a suburb field but that’s unlikely to happen. To get around this limitation many places have the City name as a County, allowing suburbs to be put in the City field.
In your first example I’d keep the suburb names, if that is what the area is know as locally. It will help users differentiate between search results in the larger Rochdale area.
For you second example I’d say that Swinton and Pendlebury are both suburbs of Salford.
In the early days of the map the whole area would have probably just been named Salford, over the years the suburbs have been created and the boundaries between them may not alway be accurate.
I’ve found the Colour Highlights script very useful to show all the segments with a certain city name, it will show you the area covered by each ‘city’ (and usually highlight several segments with the wrong city!)
Thanks for letting me, i’ll have a look around at areas I’m familiar with and see if anything is incorrect. I do hope the devs add that feature in the future, as it would help with marking certain areas, as i was told previously the use of Royal Mail is one of the main tools to see which area that address is in, therefore that is why i had asked and gave 2 examples.
The problem is RM has more address fields than Waze, and also the way the UK was initially set up.
As an example I’ve just moved house and my Waze address is street, village, North Yorkshire but RM postcode finder shows it as street, village, nearest city, North Yorkshire
The way the UK map has been set up seems to be that most places are village/town + county and cities are suburb + city [in the county field]. As the UK map is quite mature I’d trust that the majority of city/county names are correct, they might just need a bit of clean up along the borders.
