I try to add business details to an address and it says I dont have permission

To add or edit a Waze place using the Waze Map Editor you must have “editable area” covering that place. This is typically gained by having driven in the area with the Waze App within 90 days.

If you don’t have editable area, you can submit an edit request in the US Unlock/Update request category or to the relevant state category under the United States.
