Do you have any ideas on how to implement a speed limit on a road where the left lane has a different limit than the right lane?

You’ll probably need to submit this as a new feature request.
Probably easier to divide the segment.
Easier? Yes. Correct? No. Dashed lines allowing movement between lanes.
You could connect both segments every x meters. It’s an ugly solution and I would probably not do it, but it’s that or waiting for Waze to implement lanes speeds.
Or simply don’t map the speed limit in cases like this one. Leave it blank.
Drivers will eventually figure out the SL by looking at the signage.
(This is something the local editing community has to decide on how to map these)
