From my drive, I noticed a peculiar routing suggestion: a U-turn on Boundary Rd here:

This segment is 14m long, which should cause U-turns to be heavily penalized (less than 15m long). Would shortening that 14m segment solve this?

Yes. There have been new reports that it actually needs to be shorter than 10m. 
Whether or not it needs to be shorter than 10m, I believe it need to be un-named for the u-turn prevention mechanism to kick in. That segment is named “Grandview Hwy”.
That is news to me… but wouldn’t be shocking. The whole patch/hack is just something while they get the junction box feature to be ready.
Though I’ll add the other thing I am aware of – your angles need to be as close to 90 degrees as possible. I don’t remember the threshold, but if your junction angle meets at something other than ~90 degrees, it can affect the u-turn prevention.
To fix… or not to fix… that is the question.
This soon-to-be junction box feature seems like it would solve this!
