I have created account recently to add our business listing in waze, but when i press save button, so the issue raised that i can’t edit, save or add listing. What could be the issue?

The likely issue is you have not driven in the area using Waze. You can also add the place while using the app. Stand outside, tap the report button. Tap Place. Add a picture and details, then submit.

I don’t see it as a pending place suggestion, but that doesn’t mean it’s there.
You might post in the UAE section of the forum here. There is also information on joining the Discord server for the Middle East.
Have you used Waze in the area? That’s one of the requirements - you have to use the app and gain “area” around your drive.
