Unable to approve edit suggestions for speed cameras

Standard bug
Steps to reproduce this issue:
Clicking on Apply in edit suggestion window returns error “That change isn’t allowed at this time and won’t be sent for review”. That sounded like a level requirement (I’m R4) so an R6 editor tried it and appeared to be successfully approved, but the speed camera did not show up on the map.

Permalink below for the apparently approved norhtbound camera. There is also a southbound request that was left for investigation. It is immediately west of the northbound edit suggestion.

This does happen with every speed camera edit suggestion I attempt to Apply

Thank you for your report!
The camera has actually been added - it is the average speed type which is why it is not visible on the map; there is a tick next to the speed limit.
When comes to the lock level limitation, I’m still checking on that, but it would most likely be open to editors starting from rank 5. I’ll provide an update when I know more details about this restriction.
