I have been unable to report gas prices and keep getting a message sorry you have exceeded reports.
I never had this problem before. I drive for work and this is where I collect a lot of my points. I’m missing out on at least 6 gas station price reports already.
I average around 20 gas station reports a day when I am working.

It sounds like this is due to the automated system, to prevent spamming there are only a certain amount of reports that you can do. Try tomorrow or later, you should be able to report again, this is not a permanent situation.
This happened again today from 11AM on as well as I was not able to report traffic conditions. I missed out on a lot of points because of this. There were at least 12 gas stations where I could not report the prices and I got a message of sorry popping up every time. I lose out on about 100 points a day because of this.

If your only motivation to use Waze is to generate points by doing as many reports as possible when driving, then you will often reach the report limit, there is no surprise there…
Keep in mind that others are also limited by the same quota of reports so technically everyone is on the same boat, you just happen to want to report more than the 99% of users do. I think it is normal for the Waze app to have safety features to prevent report spamming from users who would not use the report tools for good reasons. If these people did not exist, this would not be needed and you would never be temporarily blocked. But it’s just the way it is unfortunately.
Waze was before all and primarily designed to be a GPS and navigation app, not to be taken for a gaming app. However there are alternative ways you can increase your points, for example by editing the map.

I also have the same question because I have run into the same kind of reporting limit even though I was not expecting to have reached any limit. What makes it confusing is that the message suddenly started appearing around the same time, despite there not being a problem before. If you normally report around 20 gas stations during a workday, getting blocked after only a handful of reports can have a pretty noticeable impact, especially when reporting prices is part of how you earn points. I’ve also seen how version-specific behavior can matter with Minecraft content such as Action and Stuff 1.10 MCPack Minecraft, although that is obviously unrelated to the reporting limit issue. I would be interested to know whether this is an actual daily reporting limit that was recently changed, or if there is some temporary issue causing the system to incorrectly think users have already exceeded their allowed reports.
