Please unlock these two segments for US Hwy 1. Need to fix junction for Tappen St. and US Hwy 1. US Hwy 1 has a barrier, can not cross, thanks.

I went ahead and fixed it so 1&9 could remain locked. Way too many cases of people accidentally breaking things in a big way with it unlocked.
