not sure what you were looking at but all of these segments are still locked. which were most of the ones in the original permalink
I unlocked the last (first?) permalink you just gave. I think the problem is the lock checkbox only has two states (all locked, not all locked) as opposed to three (all locked, all unlocked, mixed). When I brought up the permalink, lock was NOT checked. But when I clicked on individual segments, I saw some were locked. So right now a mix of locked and unlocked looks like all unlocked.
Summary - don’t trust the locked checkbox when multiple segments are selected and the box is UN-checked.
Seems like the box used to be ‘grey’ when some were locked.
Now, the safest thing to do, when the box shows unchecked, seems to be ‘lock’ and then ‘unlock’.
Actually it has never been grey and has always bugged us. It is on a list of issues from the Champs to the Waze staff.
And yes, best bet is to toggle the checkbox on then off in these cases.

Now after all that I will say that I am not sure if those right turn lanes are even needed? I don’t think that much advance notice is needed. And as it is, they are too long anyway (start even before the turn lane starts). And the current angles will give a keep right when a turn right would probably be expected.

I removed the extra node on Victory that you couldn’t get due to a lock. You should go ahead and lock the roads there to your level so no one tries to add those lanes back
