For some reason a lot of roads a locked in GTA (Greater Toronto Area), wanted to contributed around the place where I live, but can’t. Can it be unlocked?

There’s no way to do a mass-unlock for the entire city if that’s what you’re asking.

If you sign up as an Area Manager, then you can work on the locked roads. Otherwise, either contact one of the local AMs (such as the one who seems to have locked the roads in the first place) and ask them to unlock, or post requests here and a country manager will make the changes.
