What segment are you trying to unlock? Your link appears to highlight a place point? You can edit places that are locked higher than your level and Waze Map Editor should generate a Place Update Request (PUR) that will then be moderated and reviewed by local editors. The other method is that we can of course unlock the place point for you, then you can make edits and we can relock when done.
