Reason:
This is a filter lane to turn right into the AO Arena carpark, at present the navigation misses this and send you on a very long journey around the city center to approach from the opposite way.

There’s no real need for a filter lane to be added here. The right turn from A6042 - New Bridge St into the car park is enabled, so a user headed there should get a right turn instruction, see there’s a filter lane and use it without the need for additional instructions.

btw, the New Bridge St segments are locked to A4. Did you mean to ask they be downlocked to L1?
