Unlock to level: 4 to 3 (and the red light camera 5 to 3)

Both were locked to L4 and reduced to L3.
Please reply back once your edits are done so I can lock it back.

Oh, can you remove the old, out-of-place red light camera on the west side of the road. Its locked (5)
