Places do not require unlocks. You can make the changes you want and they will automatically be flagged for review by a sufficiently ranked editor.
Adding a few one way streets in my neighborhood 
hate seeing ppl travelling the opposite direction… especially since there are so many little kids playing on the streets.
That sounds like a good project. You shouldn’t need an unlock of Lake Ontario to do that.
Just add the segments and set the directionality and turn permissions as appropriate. You should be able to use nearby work as an example of what to do. Feel free to post here if you’d like a review, or have any further questions.
