Here is for users to unlock segments for editing. If you need to edit some segments which level is higher than yours. Just follow the guidelines and post your request here.
If you would like to be L3, you have to meet some criteria. Please refer to this wiki page regarding editing ranking. If you would like to be an Area Manager of your area, please refer to his wiki page.
